The earthquake that devastated the city of Kobe, 40 miles to the southwest, did not at first do much damage in the ancient Japanese capital of Kyoto. But since then the economic aftershocks have been rattling Kyoto without interruption, cutting sharply into tourism and myriad related businesses. |  |
